In a gallon size freezer bag, combine ketchup, soy sauce, honey and garlic. Put chicken in the bag; seal it and squeeze in order to coat the bird. Turn bag from time to make sure chicken is coated well. (Or you can freeze it and let it marinate while it thaws overnight in refrigerator.)
Arrange chicken quarters on a well-oiled baking sheet. Drizzle sauce over it and bake it at 375 F for 45-60 minutes.
