It's those fuzzy, wispy little leaves at the tips of a fennel bulb.

Hopefully the supermarket hasn't clipped off all of the fronds (they do that sometimes). You will also see bulb fennel labled as anise depending on where you live. There is lots of flavor in those fronds.
