Depends on the recipe. Better to find a recipe that is made without yeast and close to what you're looking for and modify. If you are trying to follow a yeast-free diet, look to cookbooks on the topic for guidance.

Not really. In some cases you can use baking soda with an acid (like lemon juice or vinegar) but you will not get the same result that fresh yeast yields.
