Can Bowie pasta be substitutes for orecchiette pasta?

If farfalle is all you have then use it. There are more than 2,000 recognized pasta shapes of regional origin in Italy. All serve a purpose. But without knowing how you intend to sauce it it's hard to suggest a substitute.

Sure. Naturally the shape will be different and you might think of using a smaller shape that's more along the lines of orichiette, but any short cut pasta (or even long shape if you are in a crunch) will do.
