Because the first syllable in the word "potato" is not accented, thus making the "o" sound less distinct and more like a short "u" sound. This "uh" sound can happen with any vowel in a non-stressed syllable; the linguistic term for it is "schwa" and it makes life hell for challenged spellers :)
