Ice on frozen food just means that they weren't wrapped correctly or they were very wet when frozen. Wings have added water so they often get icy when frozen. It does not mean that they are necessarily burned or bad.
It would depend on how long they've been in there and if they're freezer burned.
I'd thaw them under cool running water in a bowl..until thawed. Give them a sniff test and inspect for any dried spots (Freezer Burn--white spots). Then a few more rinses of cold water and a couple hours soak in water with a couple table spoons of kosher salt.
Then rinse and use.
