Hog's pudding, according to Wikipedia, is a sort of sausage or haggis made in Cornwall, England, so if you aren't in the UK, I doubt you're going to be able to make an authentic hog's pudding fritter. If you Google "sausage fritter," however, you can find a lot of tasty-looking recipes that might fit the bill.
