The instructions are usually on the package. Just add twice the amount of water, bring to a boil, cover and turn off the heat. Leave for 10 minutes and then remove lid and fluff with a fork. One cup of quinoa makes three cups cooked quinoa. Add herbs and olive oil and butter if you wish.
