I'm defrosting baby back ribs. Can I safely marinate in dry rub (up to 24hrs) after defrosting?

Yes, but be sure to wipe off any "juice" with paper towel before giving them the rub down.

Assuming they weren't at the end of their shelf life when they were frozen, and assuming you defrost them in the refrigerator, and assuming they remain under refrigeration for the 24 hours...
