A serious hot sear, but almost raw steak.
So ... It's literally "black & blue"
A blue steak, but with a hot sear to seal the juices in.

You need to cook the steak to whatever your desired temperature is, then char it on the outside with butter. Some people do this with a blow torch (which I don't have) or you can use an extremely hot cast iron pan.
