Unclear whether this recipes calls for 1.5 cups cooked chickpeas or 1.5 cups dry chickpeas, cooked

To me it means measure and then cook. Just the way 1 cup flour, sifted means measure and then sift. Hopefully, that is how Gena writes her recipes. My guess is she does.
