Quinoa flakes are not the same as uncooked quinoa; they have been rolled flat the way oats are for rolled oats (oats are naturally shaped kind of like rice; contrast rolled oats with steel-cut oats and you get the picture).
I've found quinoa flakes in the bulk section before at Whole Foods, but you could try the baking aisle or a natural foods store. Good luck!
