These are the three books I use, two of which are South American and 1 in pan Latin America. Each has a good section on soups, but also every other kind of dish. So you might want to take Nancy's suggestion and look at the library before purchasing.
1) The Art of South American Cooking by Felipe Rojas-Lombardi (He was Peruvian)
2) The South American Table by Maria Baez Kijac
3) Gran Cocina Latina by Maricel Presilla.
