my biscuits i bake in Kentucky rise and are light. I winter in Arizona and they do not rise. They taste ok, flat.

Also, are you using different ingredients in Arizona? Different brands of flour have different gluten levels, so if you're using regional flours they might turn out very different.

Do you know your altitude in AZ? It's likely higher and drier there than in KY, so you may need to decrease the baking powder & baking soda, and add some more liquid. Also, the oven temperature may be a factor--your AZ oven may run cooler or hotter than your KY oven, and if you're at a higher altitude, you may also need to raise the oven temp.
