what are the best sustainable fish and fisheries for the northeast? (NYC) love halibut but I try not to buy it anymore

In fact one of the reasons that the lobster fishery in the Northeast has rebounded has been the unfortunate depletion of true cod which prey on lobsters. Conservation and responsible lobstering has helped too.

Wild Halibut from Alaska has a definite season, and is sustainable. Sadly much of the Atlantic fish are in short supply or endangered.
