I have a question about the recipe "Instant Pot Buttermilk and Leek Mashed Potatoes" from Ella Quittner. can this be made ahead and reheated...if so, how would you reheat it?

That should be fine. I would add a touch more buttermilk, cream or milk, and salt when you reheat, because they’ll get drier in the fridge. Let me know how it goes!
