Small white dots

After cooking the lemons until very soft they were coated with small white dots on the inside of the rind. I assume this is the pith? The white dots are present in the final product. Is this normal?

I used organic, home grown Lisbon Lemons.

It might be the pith. But if you carefully scraped away the majority of the pith, then I suspect what you are seeing are the sacs which used to contain the lemon oil. Those lay just at the lowest level of the outside peel. I've noticed this when I have citrus with rather thin peels, which I have carefully and closely scraped to remove the pith.
