Can you make this with no microwave?

I assume this could be done with very careful attention over a stove.. yes? No?

This is a pretty unconventional way to handle the gelatin- more commonly it is softened by placing it in a pan of hot water. This recipe seems to be heating it to a higher temperature, but the use of the gelatin is typical, I see no reason why the traditional method shouldn't work.
