Shouldn’t you have an extra step here?

Between steps two and three shouldn’t there be something that states, “combine dry ingredients in a mixing bowl,” or am I missing that step?

As written, you don't use the dry ingredients at all, but you should probably follow your instincts- mix them together and add wet ingredients. Once more, this site REALLY needs a recipe editor.
