If one has only non-dutched cocoa, can one employ dark chocolate to compensate for ndc's lower intensity? Does using ndc make other changes necessary?

Non Dutch processed cocoa is fine! No need to change anything. Color might be lighter and perhaps the chocolate flavor slightly less intense, but hardly.
