white sheet cake refuses to rise & I've cooked it for more than 30 years
1 c. water to 1 c. butter (boil); add 2 c.+ 2 Tbs sugar, 2 C.+ 2 Tbs.flour, 1/2 tsp salt. Beat in 2 eggs, 1/2 c. sour cream. I've made it twice, today, & it refuses to rise into a cake consistency. Cook at 375 for 20-22 minutes. HELP!
