white sheet cake refuses to rise & I've cooked it for more than 30 years

1 c. water to 1 c. butter (boil); add 2 c.+ 2 Tbs sugar, 2 C.+ 2 Tbs.flour, 1/2 tsp salt. Beat in 2 eggs, 1/2 c. sour cream. I've made it twice, today, & it refuses to rise into a cake consistency. Cook at 375 for 20-22 minutes. HELP!

Is the oven temp correct?

Because if the temp is not hot enough, you will not get rising. Since there is no other leavener, this is my first guess as to the problem.
