Did you begin with raw or cooked meat?

This recipe is new for me, and it’s not clear to me whether you began with raw or cooked meat. Your help is appreciated. Thanks.

The cook time in the recipe isn’t long enough for either pork belly or shoulder so I’m thinking it’s pre-cooked. Then the few minutes in the pan is just to render fat and warm it up.
