Why is it 1/2C plus 3tbsp Cocoa and not 2/3 cup? Is that 1/3 tablespoon of difference that big?

It looks like the source recipe was one authored using more precise metric mass measurements rather than relatively imprecise volume based Imperial measurements.

(How tightly will any given cook pack a measuring cup full of a flour-like substance?)

While I have never made this recipe, I would be more inclined to follow the mass measurements than the volume ones.
