I'm leaning towards baking soda. There's buttermilk in the cake batter, so there's the acid (buttermilk) to the base (baking soda). That said, there is baking soda in baking powder (plus an acid, cream of tartar), so you could use either.

Haven’t made this recipe , but because the two versions don’t agree. I prefer not to guess at ingredient or quantity.

I would use, for reliability. one of the many other recipes on the web, especially ones from publications or sites with test kitchens (NYT, BBC, Martha Stewart, allrecipes).

Some use b powder. Some use b Soda.
Some use both.

FYI another online indication of a recipe’s reliability is the number in parentheses after a recipe title - it indicates how many people have used and liked it.
