Is the 3/4 once Juniper berries by volume or weight?

Ounces are only volume measures if you are measuring a liquid ingredient. Otherwise the ounce is considered a weight measurement. Since the berries do vary in size and shape, it would be difficult to obtain a volume measurement of them.

Not certain but a guess from usual practices.
Dry spice measures by volume are usually given in (portions of) spoons or cups.
So this is probably weight.
3/4 ounce is 21 grams.
Juniper berries weigh 1/2 to 2 grams.
