Can the rice flour be equally substituted for all-purpose flour? Can the vegetable oil be replaced with melted butter?

No, it can't - not in a cake that is. However the recipe you refer to already uses rice flour and oat flour, and does not call for all purpose flour at all. Yes, you can substitute melted butter for vegetable oil in a pinch. Just be aware that butter contains a small amount of water and less fat than the oil does. It usually doesn't cause any problems, but it can make your batter more fluid in some cases. Rice flour and all purpose wheat flour have different properties, so substituting one for the other requires other adaptions or changes to a recipe.
