'm confused. You say "plantain banana" and green. But in my experience, green banana and green plantain are two very different animals

I've had both in various forms, but they are different. Which is correct? Based on the description, I assume green plantain, but you don't clearly differentiate

Plantains are a variety of bananas which is why they are sometimes called "cooking bananas". Some regions do not differentiate between bananas and plantains. In this recipe, it looks like you would use green plantains (which is starchy).
