First time to make this mistake. Can it be salvaged? Browned beef for stew, but was surprised to find ...

I had lightly floured the beed cuts and browned them in skillet. Transfer to crockpot. A few hours later, there seem to be little "balls" of encapsulated flour that must have come off of the browned beef. Can this be saved? The beef tastes wonderful, but this looks terrible. I don't want to add the vegetables if this can't be salvaged. Can someone help?

I would remove the beef, and add in a bit more broth. Then stir like a crazy woman to break up the flour bits. If you happen to have an immersion blender, this would be a fine time to break it out and use it. It can be salvaged, just like a lumpy gravy can be if you whisk hard enough.
