You're right - with the broth (which is step 4 in this recipe). Bay leaf flavor doesn't need to be developed or amplified by sautéing, as do some herbs and spices.

Follow up question: can the soup be frozen once cooked? If yes, how long does it last in the freezer? Can I defrost it in the microwave?

Kam - I haven’t frozen this one, but yes many with similar ingredients. And defrosted in mw. Do once and see if you like the results.
