Here are a couple of super simple, fail-safe methods using either the Instant Pot or a stovetop pressure cooker to cook fluffy, non-mushy quinoa! —WarriorInTheKitchen
Ingredients

1 1/2 cups
uncooked quinoa

3 cups
water
Directions

Rinse uncooked quinoa.

Transfer rinsed quinoa to the IP inner pot.

Add measured water.

Set IP to 'Multigrain' mode, 12 minutes, valve to 'Sealing' position.

Once the Instant Pot completes its cycle, move the valve position to 'Venting' to manually release the steam.

Once the silver (or red) float valve drops, you can carefully open the lid.

* The best way I have found to rinse quinoa is through a fine-meshed strainer.
** An alternate method is to cook the quinoa in a pressure cooker. After rinsing your quinoa and straining out the water, transfer your quinoa to your pressure cooker As with the Instant Pot, when cooking quinoa in a pressure cooker, you will use the same ratio (1 cup uncooked quinoa to 2 cups water). Seal the pressure cooker and set it on a stove on medium heat. I have a traditional 'Indian-style' pressure cooker that whistles. I let my pressure cooker 'whistle' 2 times before turning off the heat. That's about 15-20 minutes.
