My freezer was out for about 12 hours. Moved meat to neighbors. Can I keep prepared foods? Frozen fresh fruits vegetables?

If they're still frozen, yes. If they've thawed, not such a good idea.

If fruits and vegetables have thawed but were not warm (i.e. at least refrigerator temp) you don't have to toss them, but you do have to cook them or use them soon and you shouldn't refreeze them.

There's a guide at the bottom of the page referenced below. Basically, it's safe to refreeze if the food is still icy. Above 40F for two hours, the normal rules apply.
