There's a guide at the bottom of the page referenced below. Basically, it's safe to refreeze if the food is still icy. Above 40F for two hours, the normal rules apply.
If fruits and vegetables have thawed but were not warm (i.e. at least refrigerator temp) you don't have to toss them, but you do have to cook them or use them soon and you shouldn't refreeze them.
