I have a 1lb tri-tip (fat trimmed) marinating that I want to cook in the over. What is the best temp and time to do this without overcooking?

I would broil it to get a nice crusty outside while nicely medium rare inside. Use a thermometer.

I'd try it at 350, and start checking the temp after 20 minutes until it reaches 125 internally, guessing it will take about 45 minutes total.
