Are you asking about pre-packed products? If so, there should be a use-by date on the label which is a better indicator than a general rule.
Ground meat should be used ASAP as the process creates issues with respect to exposure to air and pathogens.
As for freezing, from a safety standpoint, "forever". With respect to quality, it's all about the packaging. The less permeable the wrapping, the longer most frozen foods will last (starches are probably the biggest exception to that rule).
