Kalyustans for both their depth of variety, keen sense of blends (curries, za'tar,etc) and freshness. Hit their website, and put it on your "must" visit list the very next time you visit Manhattan.

Penzeys spices are always wonderfully fresh and fragrant. If you don't have one of their charming stores near you, they have recently revised their shipping charges which are either free over $30.00, or flat rate. They carry many whole spices.

If you live in the Northeast, Wegmans is a supermarket chain that carries a wide range of international foods, and their Indian spices are reasonably priced (cheaper than from the baking aisle). Another suggestion would be a pan-Asian supermarket--Assi is one chain that has several stores nationally--or Chinatown if you live near a big city. Otherwise I wholeheartedly agree with the suggestions above. Penzey's has retail stores across the nation and they are reasonably priced as well.

If you are looking for a mail order source, try Kalustyans.com or Penzeys.com. You can count on those spices being very fresh.
