What can I substitute pork belly with for braising?

Pork or beef cheeks braise really well if you can find them

Pork butt ... Belly recipes require the fat content.

Pork shoulder. It's less fatty and you can cut some of the fat out before you braise it if you like. Don't go overboard though, the fat is what gives it the fabulous flavor.
