can i substitute white sparkling sugar for coarse sanding sugar?

You could, but you won't get the same effect. That isn't a bad thing, it's just a different look and feel. If you're dusting the tops of cookies, I don't think you have anything to lose by trying it. Maybe you could grind the coarse sugar into smaller particles?
