Can I substitute almond milk for regular milk in scone and muffin recipes?

Yes, you can, but using almond milk will result in a less rich pastry. (It would be like substituting non-fat milk when a recipe calls for whole milk.).

I make homemade almond milk from Antonia James' recipe exclusively. It has plenty of fat so it works great in recipes. Just keep in mind if you've flavored your almond milk. I am not sure about the store bought milks, because they all contain stabilizers and added ingredients.
