There really are no "substitutes" when it comes to spices, since each flavor is uniques. The recipe will be different, which isn't necessarily a bad thing, just different. It's more about what flavors go well with the style of dish, in this case a cabbage pork soup. Fennel would do for sure. I do love caraway, especially in a sauerkraut. If you're using cumin, use seeds, not ground.

I bought caraway for a sausage and cabbage dish on this site. I came to the conclusion that fennel would have worked just as well, if not better and I'll bet the caraway just sits in my cupboard.

Fennel seed, ajwain, cumen are all good tasting substitutes for caraway in any recipe. They don't taste the same of course, but they do taste yummy especially to those of us who can't stand caraway.

For cabbage pork, my first choice would be toasted fennel seed.
