can you get at it with a stiff vegetable brush?
My home ec teacher, way back when, told us never to wash sifters (although I do).

I don't always worry about soap and water if I have only sifted flour, salt, leavener. I just bang off as much as possible. If I have sifted sugar I put the faucet on high and sort of sift soap and water through, then rinse thoroughly and allow it to dry completely before putting it away.

Alas, it's mostly elbow grease: knock it against the side of the trash can to get as much flour off as possible. Then sponge with dish soap and water. Or better yet, the dishwasher. :-)
