Can i use whipped cream to make ruffles on the cake

You COULD, but if you're going to store it, it's not your best option. If you're going to serve the cake same day you could get away with it, just make sure you've whipped the cream to stiff peaks (but not overbeaten) and you've used a healthy amount of powdered sugar. You could also stabilize your whipped cream in various ways. My favorite is using gelatin.
