Yes.
A similar recipe for Pan de Muerto uses 1/2 cup butter to 4 cups flour.
SInce the McDowell recipe uses 3 cups flour, use approx 3 oz butter.

Juliette, commenting on the article which introduced this recipe, guesses the omission of butter by Erin McDowell is deliberate.
