Dutch Baby won't rise, doesn't collapse, won't rise at all. I'm at 5800+ feet, using the basic recipe but with AP Gluten Free Flour (Pillsbury).

Recipe 2 eggs, 1/2 cup milk, 1/2 cup flour. Heating pan at 475, then turning it down to 425 to bake. I had no problems with this when I lived in Portland, OR so I'm wondering if it has to do with the altitude here. Again, it never rises, it doesn't rise and then collapse.
