You could cook the beans with the amount of vegetable broth suggested, and check as it cooks, adding more liquid (broth or water) if it looks low or like it might dry out.
Or you could bring the liquid level up to cover the beans, cook, then drain off extra liquid before you serve.
Or not, as you prefer.
The idea is to cook the beans through and make a stew-like dish, not a soup.
On the other hand, the boundary between stew and soup is porous, and you could adjust to your taste.
