Baking soda or baking powder for Lavender Almond Cupcakes

The recipes specifies 3 teaspoons baking powder, but the instructions say to combine the flour with baking soda. So which is it?

My first thought was baking soda, due to the buttermilk in the recipe, but 3t would be a lot, I think, for the amount of buttermilk? So, personally, I'd try the baking powder first... Good Luck!
