Can you use a woodworking spoke-shave or a block plane as a katsuobushi shaver?

In both cases the blade is carbon steel. With a spoke shave you would need to secure the tuna block, in the second case would would need to secure the block plane.
A decent spoke shave or block plane is a tenth of the price of a katsuobushi box shaver.
