You can also use dried red chili flakes.  Regular chili powder is a blend of chili, onion, garlic, etc.  Might not be the flavor profile for pad thai.

The Thai chili powder is a specific thing, dried and ground Thai bird chilis.  A good sub is cayenne powder slightly roasted.  I couldn’t tell the difference.
