Do I need to add steam during the baking process

Does this recipe require steam for baking? Do I need a spray bottle/water bath for the baking process?

You don't need to add steam because the lidded Dutch oven effectively helps create that environment, but if you're baking the loaf free-form, I'd recommend adding it.
