dough looks teared up when shaping

I tried to shape the dough into a ball but the dough look like a blob, no shape and has some tears. Its very sticky and hard to work with.Should i fold and stretch again?

How long was it proving for? When you did the folds, did the dough feel smoother and like it had more structure and tension, but it felt stickier and weaker when you tried to shape it?
