You could try using a mixture of dry milk powder along with a small amount of the malted barley syrup, but I wouldn't just use the syrup alone. Malted milk is a mixture of dry whole milk and barley malt powder, with the majority of the mixture actually being the dry milk. You may not find specifically malted milk at the stores, but you may be able to find plain Ovaltine or Horlicks, depending on where you live. Those are both malted milk powder, for all intents and purposes. It's also possible to purchase online, if you want.
