Can these be made without oats? My husband dis allergic. What would be a good substitute. Rice? Ri
These sound wonderful but my husband is allergic to cows milk and to all grains but rice. Any suggestions please.

Since it's a Southern USA dish, I might try using grits (if your husband can tolerate them).
They're another dish, like the cookies, charactersitic of Southern cooking. Maybe with a few dried or fresh corn kernels tossed in for taste and texture.
If you use rice, I would partly ir wholly cook it and grind it up before naking cookie dough.
If grits, I think cook as directed for the oats.
